Council: 'the Council received 1,390 SEND appeals; 1,191 of which have now concluded. Of these, 145 resulted in hearings with 69 partly allowed, 61 allowed and 15 dismissed' (69+61+15=145, consistent with the council's own figures). partially_split='partly allowed' (69). contested_and_council_lost='allowed' (61, ruled for the appellant). contested_and_council_won='dismissed' (15). Of 1,390 appeals received, 199 remained unconcluded/pending at response time. Of the 1,191 concluded, only 145 (12%) went to a hearing; the remaining ~1,046 concluded appeals' resolution method (conceded/withdrawn/agreed) is not explicitly stated in this letter, so resolved_before_hearing is left null rather than computed as 1191-145, per this project's convention against filling blanks by subtraction -- though in substance these almost certainly represent pre-hearing resolutions of some kind.

Q3 'Between 1st January 2019 and 1st October 2024 how many SEND appeals were received by the council? Of these appeal cases decided by tribunal, how many were in favour of the council?' Answer: 'Between 1 January 2019 and 1 October 2024, the Council received 1,390 SEND appeals; 1,191 of which have now concluded. Of these, 145 resulted in hearings with 69 partly allowed, 61 allowed and 15 dismissed.' (69+61+15=145, consistent.) Also: Q1 total SEND provision spend 1 Jan 2019-1 Oct 2024: £551,503,000 (general SEND spend, not tribunal-specific - out of scope). Q2 legal-teams spend specifically on SEND appeals over the same period: £296,669.69.
Caveat: All figures are aggregate totals across the full 1 Jan 2019-1 Oct 2024 window; the council did not break the 1,390 appeals, 1,191 concluded, or 145 hearings down by individual year. Of 1,390 appeals received, 199 remained unconcluded at time of response, and of the 1,191 concluded, only 145 (12%) actually went to a hearing - the remaining ~1,046 concluded appeals' resolution method (conceded/withdrawn/agreed) is not stated in this letter.
