Caveat: Part of the "National FOI Request — SEND Performance Comparative Study" batch sent to 150 authorities by Andrew Hall, which asks specifically about appeals registered and appeals conceded before hearing (does NOT ask about the outcome of contested/decided hearings). The Council initially refused the whole 8-question request under Section 12 (cost); after the requester negotiated a narrowed request (omitting only two unrelated sub-questions on mediation timing and EP advice timeliness), the Council answered Question 8 in full. Response marked "Awaiting classification" on WDTK (not yet tagged by the requester) but the content itself is clearly a complete, substantive answer.
